The export documentation service from Shropshire Chamber of Commerce will:

      How To Complete An Ec Certificate Of Origin

      These instructions are a generalisation of the Rules. For further information please contact the Export Documentation section of Shropshire Chamber of Commerce on 01952 208200. The certificate should be typewritten (forms not carbonised) or hand written in Block Capitals

      BOX 1: Consignor : Full name and address of your company. This must always be a UK company address.

      BOX 2: Consignee : Name and address of the company you are exporting to. This must be the delivery address on the invoice. If it isn’t, it must state either 'on behalf of' or 'final destination' and then the final delivery address to be included in Box 2.

      BOX 3: Country of Origin : For goods manufactured in the UK and other EC countries enter : EUROPEAN COMMUNITY – UNITED KINGDOM (FRANCE/GERMANY etc). Not to be abbreviated, always use the full name of the country. For goods of foreign origin (i.e. non-UK), evidence must be produced such as a foreign invoice or delivery note.

      BOX 4: Method of Transport : i.e. airfreight, sea freight, road , rail etc. If not known, 'earliest available transport' is acceptable. Please note, it is not advisable to quote dates or name of vessel due to possible changes. Can be left blank.

      BOX 5: Remarks : can include order number, letter of credit number, invoice number, normally preceded by 'consignors statement'.

      BOX 6: Marks and Numbers : If consignment carries just the address of the consignee, 'addressed' is acceptable. If there are any special marks such as numbers inside boxes or triangles – illustrate on certificate.
      Numbers and kind of packages – e.g. 1 carton, 2 boxes, 3 pallets etc , whichever is applicable
      Description of goods - include an adequate commercial description of goods. If space does not permit, use a general description e.g. 'electrical components' followed by 'according to attached invoice/packing list' and then attach these to each page of the certificate. Please ensure that any special description of the goods shown on a letter of credit is also shown on the certificate. This Box must be ruled off immediately after the last entry.

      BOX 7: Quantity : Enter gross or net weight in kgs or other appropriate measurement. Length, or a liquid measurement are also acceptable (in metric). Weights and other quantities on the certificate must match those shown on the supporting invoice/packing list.

      BOX 8: Signature : Sign, date and place of signing (preferably in blue ink) on the pink sheet only – bottom right hand corner.

      BOX 9: Applicants name if not the Consignor e.g. freight forwarder, should be stated.

      If an error is made when completing certificate, cross out, correct and initial.

      ATR Certificates for Turkey

      EXPORTS TO TURKEY: A.TR’S AND DRAWBACK RESTRICTIONS UNDER IPR

      Who should read: All involved with exporting goods to Turkey under Customs Union (A.TR) arrangements

      What is it about: The use of either A.TR movement certificates or drawback under IPR, but not both

      1. Background / Introduction

      The A.TR Movement Certificate must only be completed for exports to Turkey of ‘industrial’ products (mainly Chapters 25 – 97), which originate in the EC or are in free circulation in the Community. Goods where duty is suspended or subject to a repayment claim, for example under Inward Processing Relief (IPR) are NOT in free circulation.

      Inward Processing Relief (IPR) Drawback is a trade facilitation procedure which allows the authorised trader to reclaim the duty paid at import following processing and export of the goods. The procedure has a number of conditions, one of which is that you cannot claim a repayment of customs duty if the goods will be exported under cover of proof of preferential origin (a preference certificate/invoice declaration). This includes ATR Movement Certificates which only apply to goods in free circulation in the EU.

      Our published guidance, Notice 221 (9.18 & 20.1) and IPR Book of Guidance includes references to the conditions relating to the procedure.

      The IPR drawback repayment claim (C&E813) includes a declaration for traders to sign where there is a statement that no preference certificates have been issued for the goods.

      Notice 812 provides further information about exporting to or importing from Turkey under the Customs Union and traditional preferential trade arrangements.
