The Department for Education is seeking views on the design and delivery of new Level 1 English and maths qualifications for 16‑ to 19‑year‑olds who previously achieved GCSE grade 2 or below.

The consultation outlines proposals for:

  • the student cohort these qualifications are intended for
  • the qualification structure
  • course content
  • achievement and grading

Feedback is invited from education providers, employers, students, parents, and other stakeholders.


The consultation will close at 11:59pm on 2 June 2026.
